Maybe a bit (a teeny bit) more or less, but not significantly more or less than fresh water.

[I'm waiting to be shot down here, but even if the volume change is one or two times that of fresh water - I'll defend my assertion that it can't be described informally as "swelling"].

For general use, sea water and fresh water have about the same physical properties.
