Think of the role as being analogous to the fairground plate spinner, that dashes round spinning the sticks that keep the plates up in the air. As a Project Manager, if one isn't doing something, then something is going wrong, as a general rule.

Is that basic enough?

There is an incredibly unusual approach you could try...

Ask the people who actually DO the job how long it will take...then believe them and don't chop their timescales by 50%...eventually you may get to trust eachother and get accurate timescales.

Another incredibly unusual step would be ...when unforseen problems occur, don't say 'why weren't these forseen' use the contingency which was factored into the timescale...(don't tell me... you removed it )

Next you'll want management to believe your minimum cost number rather than just cutting it in half because "You guys always over-estimate."
