Do you mean the registers?

The registers holds data required to work (baud rate, modem data, in and out data etc)

The registers can be changed using bios functions or directly written to registers or with a device driver or Hyperlink.

The operating system etc will determine what functions are available to you.

Please advise us of what you have and what you want to achieve.

Serial ports have default values and will never be zero.

I think your problem is that another device (modem or USB or . . .) uses the com address. This can be rectified by proper configuration.

Your best option would be a local guru.

Is the solution you are seeking as simple as:

Start-Control Panel-System-Hardware-Device Manager-Ports-COM?-Port Settings;

and set them from here.

Not so simple for a person without the basic knowledge.

What will happen when he disable his internet connection?
