CIP recommendations on cable stays

Hi, everybody, Who can help me? I want to get a English version copy of "CIP recommendations on cable stays" published by French International Commission on Prestressing, but i don't know where i can get from. Please define abbreviations. CIP in the context of a Reverse Osmosis plant means, "clean-in-place".

"CIP recommendations on cable stays" should be exactly "Cable Stays Recommendations of French Interministerial Commission on Prestressing"(Edition November 2001 in French, June 2002 in English)
