Using technology to combat Terror: Starlight 3.0

The US Department of Homeland Security plans to use a new software called Starlight 3.0., which can unravel the complex web of relationships between people, places, and events. Starlight 3.0, developed by Pacific Northwest National Laboratory (PNNL), can anticipate terrorist activity by continually decoding the meaning behind countless emails, Web pages, financial transactions, and other documents. Starlight 3.0 will be released in September of this year.

I wonder if this is supposed to replace Carnivore or if it's part of the mythical Echelon NSA project?

Human Intelligence

Ever so often, we hear about the need for more "human intelligence" in espionage. But then operatives like "Curveball" from Iraq tell us what we want to hear instead of what's true. Although we'll never eliminate the need for HUMINT, we do need to do a better job at sifting through all the digital data that we collect. Hopefully, this software will help get us there.
