There are several standards. The diameter of reinforcing bars is variable, depending upon where you purchase them. See this article for some information regarding bar sizes.

obviously there is a tolerance for the actual diameter of deformed bars, not only in the philippines but all over the world with regards to construction. deformed bars is analyze not only for the stength but also for their physical properties. unlike plain round bars (diameter measured by caliper), due to the deformation (presence of ribs), the diameter of deformed bars is being measured by weight. one meter length of sample will be weigh and equivalent diameter will be calculated. in the philippines, reinforcing steel bars must conformed to Item 404: Reinforcing Steel and Item 700 (707, pls check): Metal Reinforcement, DPWH Specification Volume II (blue book for pinoy engineers). diameter tolerance is mentioned specially on Metal Reinforcement Specification.

it is better you ask a copy of form for Material Testing for Reinforcing Bars from any laboratory (e..g. Geoanalytic, UP Laboratory, Geotesting) accredited by the BRS or from the office of the BRS itself (along EDSA front of GMA Channel 7, Timog). you can see from the form all the requirements for deformed bars
