Differance bet'n Inductive & capacitive transformer

As per New IEC for terrif IVT( Inductive transformer) should be used. why and what is the differance bet'n Inductive & Capacitive transformer ?

All transformers are inductive, with some capacitive properties too.

All Capacitors are capacitive, with some inductive properties too.

Then read: http://en.wikipedia.org/wiki/Transformer

Once you read those, and understand, you should know the difference

You can use a ratio transformer with a capacitor to simulate a much larger capacitor...

But that is rather complex and your question seems to be about transforming voltage??

Could you mean that you want to know about using a capacitive voltage transformation of ac versus an inductive one???
