Anyone 'sourcing' will presumably have a 'strategy' for how they do it...e.g. Low cost, sustainable supply, local supply, reliability of supply, or whatever their priority happens to be....
Thus without saying exactly what the 'strategy' is, the expression is a meaningless waste of words typical of modern semi-illiterate management speak .

Strategic sourcing is a purchasing program wherein you continuously screw your vendors by forcing them into ever slimmer margins until you either bankrupt them or get them to "no bid" and then you're stuck with a single source who now does it to you.
