What is the control circuit for adjusting the intensity of UV lamp in water filters?

Well, a UV lamp doesn't do filtration. It does sterilisation. It kills any biology that may be present in the water.

Why is it necessary to reduce the intensity? Are some bugs required downstream though not all of them?
