Assume this is a storage tank/or adequately buried pipeline question.............. on info you supplied.
The temp will be the delivered temp less the ground temp draw down.... if not exposed to sun/air ambient temp unless storage is not covered with a minimum of four feet of earth.
If the delivery system from the tank is linear extensive there will be substantive heat gain in the delivered product...subject to time/atmosphere exposure.
If metered at the tank.......or metered at the point of delivery there may be an unacceptable volumetric quantity change between the two. Temp correction required.
