First what is the surface of the mdf - is it plain or treated.

There are two types of powder coating thermosetting and thermoplastic. They will both have to fuse and flow it on heating if the MDF will take this temprature then you could be in business. In the case of the thermoplastic the job will be done once it has flowed out. In the cse if thermosetting the coating will cure if maintained at the correct temperature for the correct time it could be a long time at a low temperature or a short time at a high one. Caution - some coatings require a minimum temperature for curing so that is a limitation.

I have coated normal hardboard with baking enamel to make wall panels without problem. In this case best results were obtained by a post cure under pressure platens. If the MDF will stand the temperature and you get adhesion without warping or blistering you should have no problem.

You dont mention application but electrostatic spraying could be a problem and as mormal spray would cause dust problem you could consider a spreader to cast an even application. Preheating the panels, I assume you are talking about panels, and fluidising the powder could be an option.
