By carrying out pilot trials. Surely the speed is important too?

That is purpose, conducting a pilot trial. I am fairly new to this and there was an engineer who would do the configurations who is no longer here. He had a program or a formula which he would be able to come up with a diagram of how tall and wide the flights should be as well as the quantity and placement of them based on the dimensions of the drum. Unfortunately he did not pass that information on. Would you be able to lead me in that direction?

Try Perry, "The Chemical Engineer's Handbook", any edition.

I ALWAYS FIND GOOGLE is a great source for information on any question you can come up with.

A search for "mixing drum flight design" brought up 175,000 hits of which the first feww have some relevancy while the rest are off the wall in most cases.

Try it, you might like it.
