is it ok to have very low amount of total and free chlorine, and fluoride in treated water?

depends on the definition of low amount, usually measure in ppm.

What sort of treated water? If the treated water were classed as "ultrapure", for use in the semiconductor industry, then it would be essential to have very low chlorine otherwise chip yield would fall. In fact for semiconductor washing it is essential to have very low everything apart from H2O!
