Plumbing Water Flow - Pressure Problem

I have an issue with my water pressure to my home that I need help troubleshooting. If there is not a demand for water flow within the system for several hours we will have very low water flow and pressure when a faucet is turned on or the toilet is flushed. When the water flow or pressure is low as I described after several seconds you will hear a brief loud clunking noise (only one time) then the water flow and pressure will return to normal. I don't believe that is a water hammer issue since you only hear a single clunk. This will only happen when there is no water flow for two or more hours. Could this be a problem with my water meter or pressure regulator? Thanks in advance to any one that can help.

Not the meter, but if you have a pressure regulator installed in your supply line, it's likely to be stuck in the closed position for a while when you have no flow for some time. Why? because, when you shut the water, the pressure regulator goes to closed position due to downstream water pressure rise. It it works fine during water flow, you may have a worn seat or even corrosion or dirt causing this problem.

A couple of other thoughts:

Do you have "hard" water? That is, does your water supply have a high mineral content? That could cause valves and fixtures to wear out faster than normal.

If you house is old, or the soil around your foundation has dried due to the colder weather, a part of the frame could be pressing against a pipe.

How far away from your house is the water meter ?

Usually there is a pressure value that is set to 50 lb.

It can also be that the nearest pumping station is far away.

I had to move the pressure valve into the house to get the pressure up at one place where the meter was over 600 yards away.

The meter and regulator are inside the house.

It is no clear for me if the trouble just happen or always has happen. I ask about that because if "always has happen", the trouble sounds for me as that you have a low point in the water piping. Do you revamp or updates the water lines in the last time?

It is either your water regulator is too high or too low that's why it clunk.You noticed it when the water pressure is low only air comes up.
