Here in Toronto, there are several Adult Learning Centers, where one can sign up and take professional training courses for free.
We also have a Continuing Education department in our Toronto District School Board. For a fee, anybody can enrol in courses that meet scholastic requirements in industry or courses of general interest. The courses are taught at night school.
The city of Toronto is located in the Province of Ontario Canada. The government of Ontario has a 'Ministry of Education, Colleges, and Universities'. Anyone in the Province can register, for a fee, for any scholastic or professional course that the Ministry provides Home Studies programs for. The Ministry sends registered students their learning materials and provides them with a course of studies in their chosen area as well as an on-line or snail mail tutor who answers questions and provides guidance as the student progresses through the course. The courses also come complete with examinations (usually open-book style), and at the end of the course, the successful student is awarded with a valuable certificate of successful course completion.
The Ontario Government also offers a free upgrading program for persons who have lost their jobs due to layoffs or economic downturns. This program pays tuition and living expenses for the successful applicant to be educated in a new profession. When the Ontario architectural community suffered a fatal blow in the depression of 1989-91, this type of program paid for my education, books, and living expenses as I returned to the classroom to receive my 4 year Marine Engineering education in two cities far from home. I was never required to pay it back in any way, and submitted my receipts for books, rent, food, etc. to the program at the address of the Ontario Government for reimbursement. My tuition fees were paid by Ontario directly to the college.
