The weakest weld joint is not necessarily the shell-to-roof, unless it has been designed as a frangible roof joint. The concept of the frangible roof is to ensure that it fails before the shell-to-bottom joint; this is to allow venting of the pressure as opposed to total loss of contents of the tank.

So the answer to your question is - It depends on the design details (design pressure), code (API 650/620 - BS 2654 / ............) to which the tank is built, and if a frangible roof has been specified.

For a circular tank, p = 4*w/D

where p = pressure inside tank

w = weld strength per unit of length

D = diameter of tank.
