Are you referring to low load in the downstream steam process, or low load on the turbine?

Low Load on the turbine i.e Mw generation.

Dear Mr.subhranshshekar,

At low loads, the HEAT DROP per Kg. of Steam will be slightly less and hence Specific Steam Consumption will be slightly more. This can be verified from the fact that the Steam Temp. at Exit, will be a little high, at Lesser Loads, which confirms, the Heat Drop is less.

Hence specific steam consumption increases at low load in back pressure turbine.
