This looks like a good plan - except for the potential for government to hamstring these startups with overregulation.

When gov gets into bed with business the potential for corruption spirals.

I think some of these are good suggestions. The Bush administration pretty well gutted the SBA, which served some of the functions mentioned (although nothing quite as generous with taxpayer dollars as matching VC funds -- seems like a higher risk business than the average American wants to get into). Several of Obama's initiatives are to be handled through the SBA which is now, unfortunately, ill-equipped for the purpose. I'd far rather see SBA loan guarantees and grants made to small businesses than I would see the money given to banking and credit swap crooks.
