Never heard of such a thing and a Google search brings up no results. Are you sure you're spelling it right?

it's discussed in this thread: http://cr4.globalspec.com/thread/29874/Turbocharger-speed?from_rss=1

but there's not much description about this item, though.

SPEMOS (SpEed MOnitoring System) is a proprietary relay system developed for Wartsila (Finland) engines to monitor engine speed, and perform several configurable relay functions. This is exclusive to Wartsila and may not be found on other engines. For example, at a certain engine speed say 100 rpm, it stops the start signal, and gives the engine running signal to the PLC or fitted controller. It also tells the controller when to stop/start prelube pumps, start/ stop preheaters, and in case of generator applications excitation on/ off to AVR. Since it has speed input signals, it provides an additional electrical (to the one in the controller) configurable overspeed trip. It consists of several relay cards plugged onto a back plane with touch-free terminals and circuitry. Optional turbocharger speed monitoring card can be plugged in.

I hope that answers the question. That is all I know about them.
