Wanted: Flexible PTC Coolers

Does anyone know of a source for flexible ptc coolers? e.g., coolers that could wrap around, say, a pipe or tubing in a spiral?

What does PTC stand for? Is it Pulse Tube Cooler, as in this IEEE abstract?
