Feds Focus on Plant Security

Both Congress and the Department of Homeland Security (DHS) are working on legislation to heighten security at chemical processing plants. However, neither body has moved quickly enough to ensure that the new laws will be passed in 2006. While the federal action has been stalled over jurisdiction and oversight issues, several states have enacted their own legislation to secure critical facilities and ensure public safety, including Maryland, New York, and New Jersey. In addition to the promise of legislation, DHS has created voluntary programs and resources to help chemical processing plants assess their vulnerability. Can your facility benefit from these tools?

I was a bit surprised that 2 days have passed without a reply to this question and was wondering if people are a bit leary of discussing this issue in a public forum. You asked "Can your facility benefit from these tools?" My reply is yes, our facility could probably benefit from tools to help us assess vulnerability. What did you have in mind?

Hi, poconopuppy. I'd like to know whether people find these tools to be helpful, consider them to be inadequate, or see them as unnecessary. Getting an "insider's perspective" is part of what I enjoy about CR4.

Spent a lot of my career in Nuclear Power Plants and now and then , recently at Chemical Plants.

All of the tools have been around since the 60's in the Nukes and worked.

But, today I have reservations as long as minimally trained Security Guards are replacing the Old Time Pros, to satisfy the Bean Counters.

A recent visit hinged on making sure ear plugs were used at distinct boundaries, hard hats were worn, safety shoes, and long sleeved shirts were worn, but I watched delivery trucks in and out all day, as long as the driver complied with the safety issues.

The guards, usually pensioneers, making very little money, could no better respond to a security breach, than design the plant.

Since I firmly believe a "terroist" would attack from well outside the boundaries, and background checks are really no help (check out the Nukes lately that have been caught with illegals working in Controlled areas), so as always Goverment Rules will be a day short and an idea lacking.
