I would imagine the OP means "Metal Oxide Varistor". I can't help much with a procedure, but I can guess that any real-world test is going to degrade the device. I would imagine that you could measure the clamping voltage without much damage, but if you try to test the peak current handling, you could very well damage the device. Try Google, you can probably find something relevant.
