I didn't know you even needed to take a course, let alone pass a certification exam, in order to ogle cute guys. Anyway, now that you are a Certified Boy Inspector, I would suggest you hang out at gyms, bars, stadiums, and beaches. That's were you're likely to find all the cute boys.
But of course, I could possibly be wrong, so in which case, can you enlighten us all here as to what MCA and CBI are supposed to be?
That reminds me, I like ogling pretty girls , and I certainly enjoy watching them walk, especially if they're wearing jeans or tights, but I don't recall ever needing to even attend a course, let alone requiring certification, for it. Boy, talk about having sexist rules !!!!

I don't think the term "degree" is used in an MCA certificate.

MCA= Master in Computer Application is offered as a degree in India (usually 3 years program in olden days, now I don't know) - it is after graduation. It is technically equivalent to MSc or almost BTech (depending upon the company recruiting of course)
CBI- as somebody correctly pointed out is Central (now it is called some thing more political ) Bureau of Investigation.
I don't know how these are linked and hence kept mum.
OP must go to the website and find. How in the name of Emperor Palpatine will anybody know the link ?

I got the quote from taking a guess at what the op might have meant - searched "MCA degree". As you can see, it came from somebody who sounds Indian (although that doesn't prove anything). Whatever the case, it sounds the same as in the UK now - hard to tell what anyone means be 'degree' now.
It's a bit long to explain the UK situation, but in short, the government want everyone to have a piece of paper saying 'degree'. The result is all sorts of places handing out degrees, on almost any topic you can think of. The consequence, is that if you hear that somebody has a degree, it tells you almost nothing about their ability etc. It's quite right that a degree alone shouldn't be an entrance ticket to a job, but the educational system makes it harder for employers to assess candidates ability.
Now for the bit that will irritate people......I'd call the second paragraph a description of socialist subversion. Everyone must be seen the same way, so the labour governments have made sure our education looks the same. We can slowly be reduced to identical looking units. It's more subtle than giving everyone a Victoria Cross/Nobel prize, have them drive identical cars, but it has a similar effect. We can be reduced to prawns, while political leaders enjoy themselves. A bit like poor old Winston in 1984. The CCTV is in place, Newspeak is here (degree = stayed in education up to 21, Big Brother is on TV, eco/green mean anything you want). Blah blah blah ......

Exactly - I'm not an opera fan, but if I wanted to destroy it I wouldn't decry the stuff. I'd prase gangsta-rap as being equally worthy.
