Plant Assessment Checklist

I am working as a process control engineer in a chemical company. In the near future I want to perform some plant assessments in order to determine the status of the instrumentation, process control systems as well as MES. Based on this inventory I want to give recommendations for improvements. What I am looking for right now is a checklist that could help me to focus on the right items during the assessment. Can anyone share such a checklist with me?

1 Safety measures,

2 legal and statuary measures,

3 Critical process parameters,

4 Critical Product parameters,

5 Correlation of process and product parameters,

6 Statistical analyses of process and product parameters, Ongoing Cpk studies,

7 Status of R&R with calibration

8 Plant break down ratio,

9 Critical spares,

10 Human resources,
