Pay As You Go Cars

In a surprising (to me) move, England is proposing "pay as you go"" driving. The fees would range from a minimum of 2p per mile to £1.34 for high congestion zones. (In USD, these amounts range from four cents to $2.50 per mile.) The government is planning to roll out a similar plan in 2008 for trucks first.
From The Financial Times :
"The transport secretary unveiled his department's latest thinking on road charging in a speech to the Social Market Foundation. Such schemes could cut congestion by almost half with only four per cent less cars using the road, he said."

This proposal implies that all motorized vehicles are equal in their cost to society. This is not the case. Heavier transports such as tractor trailers perform a necessary service, but do a lot more damage to a nation's roadways. If 100 Yugos and 100 Peterbuilts travel from Boston to New York, the big rigs will chew up a lot more blacktop along the way.

It's not so much maintenance as it is just sheer volume. 100 of anything trying to go around Piccadilly Circus is much worse than 500 vehicles using the M5. I think it's meant to be a deterrence rather than a maintenance fee.
