Weld Factors and Fillet Welds

DEAR ALL:

I WANT TO KNOW HOW TO USE OF THE WELD FACTOR ON THE FILLET WELD.

IN MY TABLE IT SHOWS 0.3 OR LESS.

Please provide the table, source, and equation of your "weld factor" - because it could relate to shear stress, weld quality, fatigue, throat size, temperature, ......
