Google Electrical Utility GIS.

The best one was from SystemHouse, unfortunately it no longer exists, bought by another company and because it couldn't be shrink-wrapped is was shelved.

Your requirement is too large for excel or an access database?

But access can give pop ups.

Besides, data sorting in various ways is also easy in access

Best way would be to design your own data base in access. It will be custom built, so fit very nicely to your specific needs. Also, with it, with some small script, you can generate the e mail alerts for due dates.

There are many professional software catering to large utilities.

CMMS-Computer Maintenance Management System. Avanties, SAP provide such software. You can fix frequency of each maintenance for each type of entity and its resource requirement. You can generate weekly maintenance schedule in advance to complete all requirement including resources, outages etc. All costs are accounted and recorded to view historical mainteannce cost for PM, CM etc and to know maintenance cost for each entity, each plant for a period.
