Lightening Protection and Shielding Angle

For lightening protection shielding angle for transmission line is taken 30° & in EPRI transmission line of reference book it is taken as 63°, whereas state government is taking shielding angle of L.A. 68° for protection of village areas & in ISS Shielding angle is taken as 45°. kindly inform reasons for change in shielding angle in various practices.
