electromechanical relays

in every electromechanical protective relay that i have seen , there are only 7 taps, watever mayb the range (eg: for and over-current relay range is 50%-200% in 7 steps of 25% each and for an earth fualt relay with range 10%-40%, 7 steps of 5% each). why only 7 taps?

In a word - COST. It is more cost effective to produce a few relays in volume with multiple input trip taps than many in lower volume with custom input taps (especially when these relays are being replaced in newer equipment with microprocessor controlled functions). Of course, the cost savings has a diminishing return as additional taps are added.
