what is the different b/w star to delta &delta to star tranformer

Nothing different. Both transformer give you voltages excepts one have 4 wire and the other has 3 wire.

Guest, Usually the primary configuration is specified first, then the secondary configuration.

So; Dyn would be Delta primary with a Wye secondary w/neutral, etc. Yes, they do transform either direction, but this matters since the terminals will be sized and insulated for the respective voltages. Also pay attention to capitol letters for primary and small letters for secondary.
