how do i acquire a membrane cell for the electrolysis of aqueous sodium chloride solution?

Well, the only thing one can do with <...aqueous sodium chloride...> with an electrolysis cell, is make bleach.

A <...membrane...> is not needed; what is needed is an electrolysis cell.
