Von Mises Equation and ASME B31.8

Calling all stress guys!

I am using von Mises equation to determine the equivalent stress according to ASME B31.8, Clause 833. A steel pipe under internal pressure produces a hoop stress Sh which is in tension. For a RESTRAINED pipeline I have to determine the longitudinal stress ie 0.3*Sh. (Poisson's Ratio*Hoop Stress). Is this stress tension or compression? Please note I will combine this with the longitudinal temperature and bending stresses before insertion into Von Mises equation.
