Fixed Anchor Bolt for Reinforced Concrete Column

I want to fix anchor bolt in exist RC column footing for super structure which is steel building which was not there since the previous design was not design for steel building , but now the client have decide to have steel structure ,the length of bolt 900mm , and the Exist RC column foot is about 1500mm , I have plan to trim concrete of those columns to distance of 900mm from top of plinth level , then I will concrete the column together with my anchor bolt , but I fear about joints of concrete , or can I drill and use grouting or structural glue instead of trim the exist column??

Consult an appropriately-qualified structural engineer who is familiar with local building practice.
