By avoiding the impractical ones.

That is an excellent answer to that silly question.

To you Guest: When asking a question, please ask something that can be answered realistically. Your question could be answered millions of ways, but no one really knows what you really want to know.

Here is my answer: Take a battery (any battery you want), now take a light bulb (preferably something matched to your battery output), (or any form of Resistance you wish for that matter). Wire the battery to the bulb (it does not matter which way it is wired, just make sure the positive side and negative side are not shorted together.)

Hey! there you go! a Practical electrical circut... and if you want to get fancy, you could insert a switch on one side... for an example, look at how a flashlight is made.

Just one question: the battery has to be charged?

Not necessary (In fact not preferable)

You are making a practical electric circuit, not a practical electric live (working) circuit.

Working with live (charged) cells may be a bit dangerous. DO not try it.

Take a cell which is fully discharged, but not leaking (since that too can be dangerous)

Oh...yes.. Make sure that the light bulb is still working with the filament attached.

Given the level of electrical knowledge inferred by the nature of the question, the task itself may not be possible.

To Guest: The Terminology " DESIGN" means its concept is on higher engineering... I mean you are in a level of engineering- i pressumed... my comment is being in a level of elect. engineering your question how you gonna make a design of practical elect. circuit which is a very elementary to those who are in a level of elect. engineering. As comments of our colleagues up there... so many ways of designing practical electrical ciruit designed to serve for a specific purpose. The term DESIGN is different from doing or installing a simple circuit...

Hence, i' ll give you a basic materials, Considered a DC circuit not AC circuit.

1. DC Battery 1.5V new of course.

2. a couple of say 30cm length of 18AWG or smaller wires(color coding not necessary)

3. A flash light bulb

4. A switch

Experiment it by yourself (it will not harm you if you do wrong) like doing a laboratory exercise in school, if it works then enjoy it. Note: this experiment not applicable for children of underage or else parental guidance is needed.
