I can't help you but -40oF occurs in the northern states and Canada so it shouldn't be too difficult to find.

I had the drawings for a structural steel platform that supported a large antenna, up in the Arctic Circle, but I don't remember any special steel being called for.

-40oF=-40oC

I would like to answer you about extreme cold weather steel which could be S275 J2 G3. Also, it can be termed as St50 in DIN.

A572 Grade 50 is one for plate, there is a new astm standard for WF shapes that is identical for all intents and purposes but I can't remember the number. it was A992 I THINK but i'm not sure of that number.

Edit, yep, A992 it is.

For Sq. Tubing you have to buiy what is known as A500 Grade C ROPS (Roll Over Protection System) tubing which is essentially A572 Gr 50 as well. You usually have to call for a charpy test on ROPS to ensure it meets a 20 joule impact at your min temp. I think they normally stop at -20F on it.

Recomend to use Austenitic Stainless Steel (various types i.e. 316L) for pipe, sq. tube, plates, bar, etc and you can fabricate also to any shapes if structural WF, beam, angles, etc. are not available in the market but you need a careful welding sequence. To ensure the material you use are appropriate for said temperature it must be mechanically tested and NDT to confirm. One way is establishing first the WPS you needed for the job.
