Can a 220V motor be a 3 phase motor

1-yes if the winding is six wired 220/380v and you can make a delta connection

2-if there is a run capacitor, cancel and connect directly but you will have to supply it with a 3x220v

Yes, if it wants it badly enough... even a 220v motor can live the dream.
Sorry I'm just being bonkers....
Can is such an abused word don't you think?

Of course, although 220V is now considered an archaic voltage standard.

In North America, we have 240V Delta as a possible 3 phase voltage choice, but a lot of motors were/are built as "220V" because it is a middle-ground compromise between 208V for 120Y208V 4 wire systems and 240V 3 wire systems. 220 - 10% is 198, well within the tolerance for 208V, and 220 + 10% is 242, well within the tolerance for 240V.

In other countries, the old standard was 220Y380V, while other systems were 240Y415V, so the compromised standard is now 230Y400V. Not every system follows these rules, they are generalizations. But if you were making a new motor, you would want to build to the middle ground levels.

Depends on which country that the motor is manufactured. If it is India 220V is only single phase. If it is USA may be you can have a three phase 220V motor.

It is the public electricity distribution by the utility. In India, the low voltage electric power distribution is 220V Single Phase & 415V, Three Phase.

Whereas in USA it is 110V Single Phase and 220V Three Phase I believe.
