This sounds very much like the old water scale reduction magnet scams.

Do you have a link to a specific product or company.

Since water is non-magnetic, how can this possibly work?

although i am still unaware of how something like this might work, water is affected by magnetic fields. A water molecule is polar, and exhivbits diamagnetic properties (repelled by either pole of a magnet).

You might consider a Dolphin system for non-chemical treatment. It uses electric field pulses rather than magnetics, but I have used them in the past and found them to be fairly effective when they are properly installed and operated.
