If it is a power transformer, I would recommend the following pre-commissioning tests:

i) Meggering (HV-E, LV-E & HV-LV)

ii) Winding Resistance (HV Winding & LV Winding)

iii) Ratio Test (On all taps)

iv) Vector Group Test

v) Magnetic Balance TEsts

vi) No load Test

vii) Short Circuit Test

viii) BDV Test on Oil, if Oil-immersed Transformer

ix) Tests on External Protection Schemes

x)Tests on Buch Holz, OT & HT Relays

Make sure it is the right transformer first because there are many kinds with different VA ratings. Due not exceed the specs such as max. current from the secondary windings.

A check of the electrical installer or electrician who are going to be performing the work itself to ensure they are qualified to perform the electrical work in question.

I cannot stress how important this is when sizing, designing or installing now electrical equipment.
