Seriously, Chartered engineer is simply the UK equivilent to Professional Engineer in the US. Simply means they passed a test and a interview and have proven experience.
A Chartered engineer could play any engineering role, but often projects will require such a person to sign off as approver of designs.
Any engineering design or document must be signed and stamped by a Chartered engineer or Professional Engineer and the Chartered engineer or Professional Engineer who signs and stamps the engineering document or design takes its responsibility. The person signed and stamped the document can be sued for any engineering flaw in the document.

A Chartered engineer must be competent to use combination of general and specialist engineering knowledge and understanding to optimize the application of existing and emerging technology. Apply theoretical and practical methods to the analysis and solution of engineering problems. He has to provide technical and commercial leadership.
