Can we use/weld pipe reducer of F-304L SS material to Avesta 254 SS pipe.

You can "weld" it for sure. Depends on the spec, if any, if the weld will be acceptable.

I weld SS304 to cold rolled steel all the time. The parts sit on the ground and rust is not an issue.

Yes - it is no problem, use E NiCrMo-12 (Avesta P12 or similar)
