This is a simple problem in trigonometry. The maximum force needed is when the scissors jack is closed or at its collapsed position. At the extended position a minimum is required.
Not knowing the geometry and dimensions of the collapsed jack, a WAG is on the order of 3 to 5 times the load.
Depending on what you are lifting a hydraulic cylinder might be a better choice of motive power.
