commissioning of LT heater

I have to commission the LT heater of 30KW through LT MCC. while meggering the heater(phase to earth) shows value zero. but no connectivity. heater drawing not available. the tank having heater is filled with water. how to megger and proceed further.

If the phase-to-earth resistance is <...zero...>, then there is a short circuit fault and the circuit, if switched on in this condition, will take out the circuit protective device.
