finding abrasive membrane thats semi flexable,with a light abrasive coating that can be used to debur an or fine edge hardened stainless steal useng a motor between 1800-2800 rpm

How about sandpaper (or cloth), which comes in various configurations (sheets, disks, belts, cylinders) that might work?

Then maybe as a step upward, consider grinding wheel type products--disks, cups, cones, etc. There might even be diamond-grit products in a good configuration. You might want to approach Norton or other abrasives makers with some queries.

May be an application for a buffing wheel, and Jewellers Rouge:

[Compliments of Wiki] A very fine powder of ferric oxide is known as jeweller's rouge, red rouge, or simply rouge. It is used to put the final polish on metallic jewellery and lenses, and historically as a cosmetic.

Rouge cuts more slowly than some modern polishes, such as cerium(IV) oxide, but is still used in optics fabrication and by jewelers for the superior finish it can produce. When polishing gold, the rouge slightly stains the gold, which contributes to the appearance of the finished piece. Rouge is sold as a powder, paste, laced on polishing cloths, or solid bar (with a wax or grease binder). Other polishing compounds are also often called "rouge", even when they do not contain iron oxide. Jewelers remove the residual rouge on jewelry by use of ultrasonic cleaning.

Jewellers Rouge is about the finest abrasive for a buffing wheel... coarser grits of rouge are available, for more agressive material removal.
