cani make three phase by attaching on e wire to one leg of a power box with a ground wire and coming out of anouther power box for which both supply boxs have 100 amp service each and attach these wire to a three phase outlet to power a transformer that puts out 28,.5 volts and up to 1600 amps for short periods

Just try and see the sparks coming out of the devices connected.

Do not play with lines that carry 100A.

After many years of testing and trial and error,since first reading your question,we have concluded that this would be a very bad idea.(yes we did once again utilize our time travel device)This would not even work in theory.

Please,please,PLEASE consult a Licensed Electrician before attempting this (or any other electrical project,as we fear that you know far too little on the subject) because as stated earlier the result would be disastrous.
