For pities sake give us some information about the part.
Size, material, is the tool already made? Colour, finish, purpose, volume (numbers being produced).
We want to help but most of us aren't psychic.
E.G for smallish number you may save tooling cost by going to a pressed steel part, but part cost will be higher. Multi impression tool, different material etc

mass of part(kg) X price/KG + (Machine running cost/hr)/(Parts produced/hr) + cost of scrap generated for each part + OH + (Labour cost/hr)/(parts produced/hr) + I dont know
If you are truly performing VE the way it intended to be done:
First select part that is the poorest value and most likely can be changed.
Put multi-discipline VE Team usually consisting of Manufacturing, Quality, Procurement, Production Engineering (ME/IE), Design Engineering, and Finance.
Then you need to get ALL the facts about the part such as: customer requirements, engineering requirements, production quantity, production rate, current labor and material cost, quality data, etc.
Then need to determine all the functions (Primary, Secondary, & Unwanted) the part is performing.
Determine a subjective worth for each function being perform by the part.
Determine which functions being performed by the part are the poorest value. Usually, they are either a secondary or unwanted function.
Brainstorm on those functions that are a poor value. Remember Quantity of ideas is more important then quality at this time. Only use the right (creative) side of your brain at this time.
I assume you already performed items 1 though 6. Can you share the results? Then, everyone can give you brainstorm ideas for your list
