Making Aluminum Parts Non-Conductive

I have aluminum parts that I either have to treat with a (hard anodize) and or coat with a material that will withstand the outdoor elements while maintaining non conductive (or close to) properties?

Will a hard anodize and some sort or Rubber coating accomplish this?

What type of coating would be recommended for this type of application?

What do they look like? Sheet? weldment? cast? environment?
