2. Almost surely not. A power substation will typically be laid out in several parallel paths of power distribution. The bay width will be the distance between one such path and the adjacent ones. Certain distances will need to be maintained so that contaminants in the air (dust, precipitation) do not present a crosswise arc path from one conductor to the next. This would not relate to end-to-end length of various components. (Normally near zero potential between those).
