Switchgear Mat Requirements

I'm looking for a clear national standard on when insulated switchgear or switchboard matting is required in electrical equipment rooms in commercial buildings. There are some state requirements I have seen, but nothing that applies generally in all buildings.

I know there is an OSHA standard for the material (1910.137), but it doesn't address when you are required to provide this insulated floormat.

Is there some rule or standard that applies here, or am I just spinning my wheels.

Check NFPA's 70E Standard for Electrical Safety in the Workplace

Our safety professional advised us that matting it is not required but should be installed. Good safety practice. If you are making it safer, you're not just spinning the wheels.
