We have very good standards from API (eg API 650) that describe design criteria of tanks depending on application. I suggest you have a look at them and then ask help to clear any points not understood

Ohhh boy, you're asking for a lot there!
Is this for an elevated steel water tank? ASCE has some great design guidelines re elevated water storage tanks, but it'll cost you a lot of $$$$ to purchase.
If you are really intent on designing one, then you had better brush-up on your structural engineering capabilities and learn a decent 3D FEM program!But be prepared to "pay the piper" legally if it fails and causes property damage or worse yet, maims or kills someone. You'll end up broke, jailed then hanged in most countries for your actions if your practicing without a licensed or beyond your experience and qualifications.
The question that nags me is this: Why on earth are you trying to design a steel tank when there are specialized companies all over the world, with qualified Professional engineers on staff, that do the design, fabricate, erect and test steel storage tanks?????? Go to one of them for assistance.
