Bottoming and Actuator Pistons

The snubber slows the actuator near the end of travel to prevent overshoot and bottoming of the actuator piston. The implementation is relatively simple: position commands from the flight control computer are rate limited in the ARTs, with the rate limits reducing to zero near the end of travel. This controller is mechanized through the rate limiter, described previously.

what does "bottoming" mean here?

This would be the piston actually striking either end of the cylinder. If it did so at full velocity, there would be a significant shock load when it suddenly stopped.
